A small Californian town on a big bay
Monterey has only about 30,200 residents (30,218 at the 2020 census, Wikipedia EN), yet its name carries far beyond its size: it was the political center of Spanish and then Mexican California for nearly a century before becoming one of the world's great marine conservation sites. The town covers a little over 22 km2 at the southern tip of Monterey Bay, between rocky cliffs, pine forests and sandy beaches, about two hours' drive south of San Francisco.
A human-scale town. The center is walkable: the waterfront, Old Monterey and Cannery Row follow one another over a few kilometers, and a car only becomes really useful for Carmel, Pebble Beach and Big Sur.
History
From colonial capital to sardine capital
Founded on June 3, 1770 by Spanish captain Gaspar de Portolá and Franciscan friar Junípero Serra, Monterey became the capital of Spanish and then Mexican California until 1848; the state's first constitution was signed here in 1849. Around the turn of the 20th century the town changed completely: from 1902 the sardine canning industry set up along the waterfront. At its peak in the early 1940s more than thirty canneries ran day and night along what is now Cannery Row. The collapse of the sardine stocks after the war ended that economy (the last plant closed in 1973), but writer John Steinbeck had already immortalized the working-class district in his novel Cannery Row (1945).

The Monterey Bay Aquarium, housed in a former cannery
Opened on October 20, 1984 on the site of a former sardine cannery, the Monterey Bay Aquarium was founded by David Packard (co-founder of Hewlett-Packard) and his wife Lucile. It was the first major aquarium in the world devoted entirely to the marine life of its own waters, Monterey Bay and the central California coast, and the first to show a living kelp forest. Today it holds more than 35,000 animals and plants representing over 550 species, 80% of them from California waters, and welcomes nearly 2 million visitors a year.
For your visit. The ticket is among the priciest in the region (several tens of dollars per adult according to Wikivoyage EN and FR), so book online to skip the line, especially in summer and school holidays. Allow half a day; the kelp forest and the large open-sea tank are the highlights.

Cannery Row and Fisherman's Wharf, two faces of the waterfront
Cannery Row, officially renamed in 1958 (it was previously Ocean View Avenue), has kept the layout of its old factories, now turned into restaurants, shops, tasting rooms and hotels. It is the natural starting point for a visit to the aquarium at the end of the street. Old Fisherman's Wharf, built in 1870 by the Pacific Coast Steamship Company to load passengers and freight, long served as a wholesale fish market before becoming a tourist attraction.
In 1923, 40 meters of its structure collapsed under a load of sardines and it was rebuilt, extended by 230 meters: the length you see today, lined with seafood restaurants and departures for whale-watching trips. On the pilings and breakwaters you can watch sea lions for free.
Museums and landmarks
The Custom House, Colton Hall and the Path of History
Monterey State Historic Park gathers the buildings of the Spanish and Mexican period, linked by a marked route, the Path of History, which starts at Custom House Plaza (Wikivoyage EN). The park's gardens are free.
Custom House. The oldest government building in California, free according to Wikivoyage EN, which lists opening Tuesday to Sunday during the day (check hours).
Colton Hall. This is where California's constitutional convention met in 1849; admission is free, with a small exhibition (Wikipedia EN, Wikivoyage EN), mostly open on weekends according to Wikivoyage.

Scenic drive
17-Mile Drive and Pebble Beach, California's most famous road
This 17-mile (about 27 km) road winds along the coast through the gated community of Pebble Beach, famous for its golf courses; non-residents pay a toll (Wikipedia EN) whose price varies, so check before you come. It runs through one of only two natural Monterey cypress forests in the world; the other is just across Carmel Bay at Point Lobos.

Carmel-by-the-Sea and Big Sur, a few minutes away
About ten minutes south of Monterey, Carmel-by-the-Sea is a sought-after village that blends art galleries, European-style cottages and a white-sand beach lined with pines, with no neon signs or traffic lights in its historic center.
Big Sur. A little further, about 48 km south of Monterey, Highway 1 clings to the cliffs of Big Sur between redwood forests and dizzying views of the Pacific, one of the most spectacular coastal roads in the United States. It can be closed by landslides or, according to Wikivoyage, affected by fog, so check road conditions before you set out.
Heading north. Santa Cruz is about 50 minutes away by road (Wikivoyage EN); San Jose lies roughly an hour and a half to the north.
Marine life
One of the best bays in the world for whale watching
Thanks to an underwater canyon that plunges close to the shore, Monterey Bay offers rare access to abundant marine wildlife without a long boat ride. Gray whales migrate offshore from December to May, with peak sightings in January and March, while sea otters, sea lions and dolphins can be seen almost year-round from Fisherman's Wharf or the coastal trail (the Monterey Bay Coastal Trail runs about 47 km, according to Wikivoyage EN).

Seafood, artichokes and central coast wines
Waterfront restaurants rely on the bay's produce: sanddabs (small flatfish, often fried), fried calamari, Dungeness crab and, rarer and pricier, abalone. Clam chowder served in a sourdough bread bowl is the specialty of Fisherman's Wharf (Wikivoyage EN).
Artichokes. Castroville, half an hour north, bills itself as the artichoke capital of the world, and the vegetable appears on almost every menu in the area.
Wine. Several tasting rooms on Cannery Row are within walking distance, and Carmel Valley wineries can be visited by excursion (Wikivoyage EN); the legal drinking age in the United States is 21.
